What goes around, comes around - 类似中国人说的因果循环。

比如一个人作了坏事得了报应，旁人看见了可能就会说一句：What goes around, comes around. 如果是中国人就是说：报应啊。

What goes around, comes around - It is expressed by the Indian notion of karma. (因果报应)
What comes around, goes around - In mathematical terms, there is an Abelian relation of equality between things that go around and things that come around (an Abelian group 可換群)

结论是:
两个说法都没错.但是在不同的场合下,不同的意思.不要意会错.

I think the answer would be NO. "What goes around” means "something good or bad you do to others", whereas "comes around" means "the good or bad thing are back, in other words, you get the same thing as you did back from others".
